Je vous adresse mes salutations à vous tou(te)s qui avez répondu présent(e)s à cette cérémonie et à vous tou(te)s qui la suivrez après. Et je joins ma voix à celle de Louis Rugambage pour vous souhaiter la bienvenue.
Avant d’aller dans le vif du sujet, permettez-moi de prendre un petit moment d’une pensée pour les nôtres que nous avons perdu dans l’hécatombe du génocide contre les Tutsi qui s’est abattu sur nous en 1994. Que nos cœurs, nos pensées soient toujours leur demeure (leur Igicumbi) forte et digne. Notre vie, c’est cela qui assure leur avoir-existé. Une pensée digne à leur endroit, voilà la fierté qu’ils attendent de nous.
Pensons également à tou(te)s celles/veux qui avaient survécu au génocide avec nous et qui, comme nous, malgré les atrocités qu’elles/ils venaient de traverser qui leur brisaient le cœur, nourrissaient l’espoir de revivre encore, mais qui ont perdu leur vie par la suite, qu’ils aient été tués ou qu’ils soient partis de mort naturelle. Notre pensée va eux aussi, surtout que leur départ alourdit le fardeau que 94 nous a imposé.
Je ne peux passer sous silence celles/ceux qui sont encore parmi nous mais qui vivent des calvaires de différentes sortes. Je pense spécifiquement à ceux qui sont en détention, que ce soit de façon officielle ou non. Pour certain(e)s, leur sort est, entre autres choses, dû au simple fait de crier la misère de ce qu’ils ont traversé, il y en a même à qui on a fait porter le crime du même génocide dont ils étaient la cible. Il y en a d’autres qui sont accusé(e)s de ne pas avoir révéler les lieux où les corps des victimes du génocide ont été jetés. Et pourtant, à regarder les indications existantes, on se rend facilement compte que derrière de telles accusations se trouvent d’autres motivations. Nous pensons à tou(te)s ceux/celles-là et nous continuerons de le faire.
L’Association dont nous faisons le lancement, Igicumbi – Voix des Rescapés du Génocide contre les Tutsi, c’est une association internationale sans but lucratif et apolitique, aussi bien dans sa nature que dans ses objectifs. C’est une association qui poursuit tout ce qui peut contribuer au bien-être des Rescapés du Génocide contre les Tutsi face aux multiples soucis de leurs parcours. L’Association a également dans ses priorités la préservation de la mémoire/de l’histoire du génocide contre les Tutsi. Nous lutterons contre sa révision et contre les différentes souillures qui lui sont jetées.
Quand nous parlons des Rescapés du Génocide contre les Tutsi, nous avons à l’esprit notre ensemble, notre ensemble entier, au-delà des spécificités individuelles, qu’elles soient d’ordre politique, social, géographique, professionnel, tel ou tel nom-slogan qu’ils/elles portent ou qu’on leur fait porter, etc. Que tu sois ou sois passé(e) pour « Intore », « Ikigarasha », ou je ne sais quoi d’autre, si tu es Rescapé(e) du Génocide contre les Tutsi, aucun de ces attributs ne te prive du statut de Rescapé(e).
Être Rescapé, ce n’est pas une fierté à convoiter ou à parader, c’est un poids à la lourdeur immesurable. Ce n’est pas une médaille dont on est décorée par qui que ce soit ni pour quelque mérite que ce soit pour qu’il te l’enlève pour démérite. NON. Je serais tenté de dire que quiconque voudrait priver un(e) seul(e) des nôtres du statut de Rescapé pourrait bien s’approprier ce « bonheur » et le garder pour lui s’il prenait aussi le poids lourd qui va avec. Je ne le dirais pas car une telle personne ne serait pas à la mesure de s’acquitter de ce que nous devons aux nôtres disparus en 1994. À mes sœurs et frères rescapé(e)s, je dis donc : « Igicumbi est votre Association ».
J’en profite pour rassurer tou(te)s les Rescapés du Génocide contre les Tutsi dans l’ensemble, et de façon particulière les membres de nos autres associations des Rescapés du Génocide contre les Tutsi. Les Associations dont nous avons pu trouver les contacts ont été invitées à cette cérémonie : Ibuka-Rwanda, Avega Agahozo, AERG, GAERG, Ibuka Allemagne, Ibuka Belgique, Ibuka France, Ibuka Hollande, Ibuka Italie, Ibuka Suisse, l’Association RGTHB (Rescapés du Génocide des Tutsi en Hainaut en Belgique), Page-Rwanda (Canada), Humura (Canada), Memory Keepers Association of 1994 Genocide (Canada), Ibuka USA.
Nous lançons notre Association dans la transparence et nous travaillerons dans la transparence. Nous vous avons conviés à ce lancement pour que vous sachiez qui nous sommes et nos objectifs, pour lever toute équivoque soit levée, pour que vous ne nous cherchiez pas où nous ne sommes pas et dans ce qui ne rentre pas dans nos objectifs.
Au nom d’Igicumbi – Rescapés du Génocide contre les Tutsi, je vous rassure tou(te)s en vous disant ceci : « Loin de nous la logique de la confrontation, de la compétition, de coups bas avec qui que ce soit. Nous avons créé cette Association parce que nous sommes convaincus que nous avons, nous aussi, une contribution que nous pouvons apporter et, dans la mesure du possible, nous tenir la main et travailler ensemble. L’essentiel se trouve dans ce qui nous assemble comme Rescapés du Génocide et cela compte plus que ce qui fait nos spécificités individuelles et qui, parfois, ne nous aide en rien comme Rescapés. Pas besoin de nous jeter des lances ; ceux qui en jettent sur nous suffisent.
Je ne manquerais pas de rassurer tous les Rwandais. Nous ne venons à la chasse de personne, nous n’entendons persécuter personne, nous n’entendons nuire à personne. Nous entendons œuvrer la justice pour les nôtres et pour nous mais par des voies justes. Si l’histoire d’airain qui est la nôtre nous conduisait dans les voies de l’injustice, nous n’en aurions tiré aucune leçon constructive. Et c’est de construire qu’il s’agit. Les Rwandais, nous pouvons ne pas nous aimer les uns les autres – car l’amour est une grâce, et la grâce n’est pas une pluie qui tombe toutes les heures et sur toutes les têtes – mais nous devrions nous respecter et faire preuve de tolérance, les deux garants du vivre-ensemble bien conçu. C’est le vide de ces valeurs qui a accouché de 94. Donner droit de cité à ces valeurs est la seule chose qui nous ouvrira la voie de la sortie de cette histoire de sang.
Nous le savons, nous l’avons vu à plusieurs reprises, la voix des Rescapé(e)s du Génocide contre les Tutsi, surtout quand elle résonne en toute indépendance, on dirait qu’elle fait mal aux oreilles de certains. C’est malgré le caractère inoffensif de notre parole. Notre parole porte ce que nous avons à cœur comme rescapé(e)s, qui nous montre nos devoirs comme rescapé(e)s, que ce soit dans le domaine de l’histoire du génocide dont nous étions les cibles désignées, nos conditions de vie, notre place dans la société rwandaise et dans l’histoire en général. Cette indépendance qui est à la base de nos paroles et de nos actes, nous y tenons et nous y tiendrons.
Je conclurais en exprimant une demande et des remerciements. À vous frères et sœurs rescapé(e)s, où que vous soyez, je demande que nous nous donnions la main dans l’accomplissement de nos devoirs comme rescapé(e)s. Notre bien(-être) est à ce prix, notre hommage à celles/ceux que nous avons perdu(e)s en 94 est à ce prix. Et si nous réussissons dans cette voie, ça éclairera d’autres Rwandais, ça éclairera le monde entier.
Je remercie de tout cœur tou(te)s celles/ceux qui ont œuvré à la mise sur pied de l’Association dont nous procédons au lancement aujourd’hui : l’équipe du conseil d’administration, celles/ceux qui sont avec nous sous d’autres formes. Vous êtes nombreux/euses, vous êtes en divers coins du monde, vous êtes de plusieurs catégories : adultes, jeunes, celles/ceux qui ont de l’expérience dans les associations des Rescapés du Génocide contre les Tutsi et celles/ceux qui n’en ont pas, etc.
Il y en a qui êtes présent(e)s aujourd’hui, il y en a qui n’avez pas pu l’être. Parmi ceux/celles-ci, je ne tairais pas le nom de Ben Rutabana qui a été un des premiers rescapés à être autour de la table de l’échange des idées qui ont fini par donner ce qui nous rassemble aujourd’hui. L’idée de cette Association ne date pas d’hier, pas du tout. Je dirais même plus : elle n’a pas visité nos seuls cœurs ; il n’y a pas de moment où des Rescapés du Génocide contre les Tutsi n’ont pas rêvé d’une Association internationale qui soit vraiment indépendante. Mais chaque chose a son heure. Ces trois dernières années ont été riches de faits, de paroles, qu’il est inutile de qualifier ici, qui auront certainement contribué à la maturation de l’idée de ce projet d’association.
Je remercie de façon particulière notre équipe technique qui a facilité cette cérémonie. Vous êtes tant précieux que je de mot qui puisse traduire vraiment notre reconnaissance pour vous. Je dirais tout simplement : « Vous êtes formidables ! » Seul mon cœur comprend réellement ce que je dis.
Vous tout(e)s qui avez contribué à l’aboutissement du projet Igicumbi – Voix des Rescapés contre les Tutsi possible par vos diverses contributions, c’est vous les parents qui venez de mettre au monde Igicumbi. C’est votre Association, vous lui avez beaucoup donné et elle attend encore beaucoup de nous.
Pour ceux qui n’auraient pas eu l’opportunité de contribué à Igicumbi, nous ne sommes qu’au premier pas du chemin, les portes vous sont ouvertes, votre contribution sera précieuse et appréciée. Merci à tout le monde. Rien que paix et bénédictions chez vous.

I address my greetings to all of you who are attending this ceremony, and to all of you who will follow it afterwards. And I will echo Louis Rugambage’s words to welcome you.
Before getting to the heart of the matter, allow me to take a moment to think about our loved ones who we lost in the slaughter of the genocide against the Tutsi which befell us in 1994. May our hearts, our thoughts are always their strong and worthy dwelling (their Igicumbi). Our life is what ensures their having-existed. A dignified thought of them is the pride they expect from us.
Let us also think of all those who had survived the genocide with us and who, like us, despite the atrocities they had just gone through which broke their hearts, had the hope of living again, but who subsequently lost their lives, whether they were killed or died naturally. Our thoughts are with them too, especially since their passing increases the burden imposed on us in 1994.
I cannot pass over in silence those who are still among us but who are going through ordeals of different kinds. I am thinking especially of those who are in detention, whether officially or not. For some, the charges against them are, among other things, due to the simple fact of crying out the misery of what they went through. There are even some who have been made to carry the crime of the same genocide of which they were the target. There are others who are accused of failing to reveal the places where the bodies of genocide victims were dumped. And yet, looking at the existing indications, it is easy to see that behind such accusations lie other motivations. We are thinking of all of those and we will continue to do so.
The Association we are launching, Igicumbi – Voix des Rescapés du Génocide contre les Tutsi, is an international non-profit association that is apolitical, both in nature and in its objectives. It is an association which pursues all that can contribute to the well-being of the Survivors of the Genocide against the Tutsi in the face of the multiple concerns of their journey. The Association also has in its priorities to keep the memory / history of the genocide against the Tutsi. We will fight against its revision and against the various defilements that are thrown at it.
When we speak of the Survivors of the Genocide against the Tutsi, we have in mind our whole body, beyond individual specificities, be they political, social, geographical, professional, such or such name or slogan that they wear or that they are made to wear, etc. Whether you are or have been labelled as “Intore”, “Ikigarasha”, or whatever else, if you are a survivor of the Genocide against the Tutsi, none of these attributes deprives you of the status of Survivor.
To be a Survivor is not a pride to be coveted or paraded, it is an immeasurably heavy burden. This is not a medal to be decorated by anyone or for any merit to have it taken away from you for demerit. NO. I would be tempted to say that anyone who would want to deprive a single one of us of the Survivor status could well appropriate this “happiness” and keep it for themselves if they could also take the heavy burden that goes with it. I will not say so because such a person would not be able to give what we owe to our people who died in 1994. To my fellow sisters and brothers who survived the 1994 genocide, I therefore say: “Igicumbi is your Association “.
I take this opportunity to reassure all Survivors of the Genocide against the Tutsi as a whole, and in particular the members of our other associations of the Tutsi Genocide Survivors. The Associations whose contacts we were able to find were invited to this ceremony: Ibuka-Rwanda, Avega Agahozo, AERG, GAERG, Ibuka Germany, Ibuka Belgium, Ibuka France, Ibuka Netherlands, Ibuka Italy, Ibuka Switzerland, RGTHB Association (Rescapés du Génocide des Tutsi en Hainaut en Belgique), Page-Rwanda (Canada), Humura (Canada), Memory Keepers Association of 1994 Genocide (Canada), Ibuka USA.
We are launching our Association in transparency and we will work in transparency. We invited you to this launch so that you know who we are and our objectives, to remove any ambiguity, so that you do not look for us where we are not and in what does not fit into our objectives.
In the name of Igicumbi – Rescapés du Génocide contre les Tutsi, I reassure you all by saying this to you: “Far from us the logic of confrontation, of competition, of cheap blows with anyone. We created this Association because we are convinced that we too have a contribution that we can make and, as far as possible, hold hands with you and work together. The main thing is found in what brings us together as Genocide Survivors, and that matters more than what makes us different and which, sometimes, does not help us as Survivors. No need to throw spears at each other; those who throw them at us are enough.
I would not fail to reassure all Rwandans. We are coming to hunt for anyone, we don’t intend to persecute or harm anyone. We intend to work for justice for our own people and for ourselves, but by just means. Should our harsh story lead us down the path of injustice, we would not have learned any constructive lessons from it. And building is what it’s all about. As Rwandans, we may not love each other – for love is a grace, and grace is not a rain that falls every hour nor on each head -, but we should respect each other and show tolerance, the two conditions of a well-designed living together. It is the void of these values that gave birth to 94. Embracing these values is the only thing that will pave the way for us to get out of this bloody past.
We know this, we have seen it on several occasions, the voice of the Survivors of the Genocide against the Tutsi, especially when it resounds in complete independence, seems to hurt the ears of some. This is despite the harmlessness of our word. Our word carries what we have at heart as survivors, which shows us our duties as survivors, whether in the field of the history of the genocide of which we were the designated targets, our conditions of life, our place in the Rwandan society and in history in general. This independence which is at the basis of our words and our actions, we value it and we will always do.
I will conclude by expressing a request and thanks. To you fellow brothers and sisters who survived the 1994 genocide, wherever you are, I ask that we join hands in fulfilling our duties as survivors. Our well-being is at this price, our tribute to those we lost in 94 is at this price. And if we succeed in this direction, it will enlighten other Rwandans, it will enlighten the whole world.
I wholeheartedly thank all those who worked on the establishment of the Association which we are launching today: the team of the Board of Directors, those who are with us in other forms. There are many of you; you are in various corners of the world; you are of several categories: adults, young people, those who have experience in the associations of Genocide Survivors against the Tutsi, those who do not have any, etc.
There are some who are present today; there are some who could not be here. Among these, I would not ignore the name of Ben Rutabana who was one of the survivors to be around the table to exchange ideas which ended up giving what unites us today. The idea of this Association is not new, not at all. I would even say more: it did not visit our only hearts as there is no time when Genocide Survivors against the Tutsi did not dream of a truly independent International Association. But everything has its time. The last three years have been rich in facts and words, which don’t need to be detailed here, which will certainly have contributed to the maturation of the idea of this Association’s project.
I would particularly like to thank our technical team who facilitated this ceremony. You are so precious that I do not have a word that can truly translate our gratitude to you. I would just say: “You are amazing!” And only my heart really understands what I’m saying.
All of you who have contributed to the success of Igicumbi – Voix des Rescapés du Génocide contre les Tutsi project through your various contributions, you are the true parents who have just brought Igicumbi into the world. This is your Association, you have given her a lot and she still expects a lot from you.
